Like it's predecessor, Dust 2, it follows the same method, I imagined it as a singlepalyer map design, before working it as a multiplayer map. Each areas should look and feel like you are going through a singleplayer Half-Life, probably set in the back yards of Black Mesa, an unseen area---before the Resonance Cascade.
